Hmmm. In some ways, John, I have to agree with you and in others, not. If a state or community can "arrange" who gets elected by imposing barriers to voting and using techniques such as gerrymandering, then all those people you mention will not necessarily be a fair representation of the spectrum of a local population. Will the chief of police be a female black officer? Will the mayor be a transgender Latino? And so forth... Non-partisan has always been difficult to achieve in our country, especially at the local levels. And that's why I think it's so important to make sure that there is an overarching leadership which promotes equity at the federal level to ensure that everyone is actually being treated in a socially just manner.
